Chapter 912, Small Primarch

finished reading the last report on his desk. Just then, his psychically controlled pen and ink simultaneously wrote comments on twenty-four reports and set them aside.

With that, today’s government work was complete.

At least the paperwork was done.

But that didn’t mean Gu Hang could relax.

In fact, he hadn’t had a moment of leisure in a long time.

He occasionally thought back to before arriving in this universe. Back then, he felt pity for those working 996, believing that such an intensity was simply unbearable for him. Earning a lot of money without time for rest and recreation was meaningless.

Back then, he could never have imagined that one day he would be assigned the 007 work schedule.

And not just kidding, 007, but the real thing.

Gu Hang had truly not rested in a long time.

His already otherworldly body felt no fatigue; his mind, brimming with psychic energy, could always think at full capacity without error; his mental state was constantly at peak performance, never letting the toil stagnate.

That was the theory.

But in reality, day after day, year after year, even though he wasn’t “tired,” he occasionally couldn’t help but wonder: Back when the Emperor was around, he must have been like him, working endlessly. Wasn’t he someone who never tired? How did he manage all those years?

Was he, like himself, occasionally feeling a bit tired, a feeling of “What the hell, it’s come to this, so why not enjoy some fun?”

And forget about the Slaanesh corruption.

While this is something to be wary of, often when such thoughts arise, the desire isn’t really about indulgence. Or, even if it were, they lack the energy. Simply finding a place to gaze at the sea, the sunset, the sunrise, the stars, emptying their mind, thinking nothing, is already a luxury.

This is different from the so-called corruption.

Yet, even so, Gu Hang would quickly dismiss the thought as soon as it arose.

The current state of the Alliance, the state of the Empire, the state of humanity, forbade him from even the slightest bit of laziness.

His entire schedule was practically packed, with no pause.

Of course, he had a vast bureaucracy, forming the Alliance Government, to enforce his will. Thanks to “hacks,” oversight, ideals, and a well-organized system, this bureaucracy had managed to maintain a certain degree of purity. Compared to the traditional Imperial bureaucracy, it represented a vast improvement, a true administrative operation.

He also had a professional officer corps to oversee the frontline wars. They possessed both specialized skills and extensive experience gained through years of warfare. In most cases, they performed remarkably well.

In this situation, Gu Hang seemed to need only to establish the overall direction, leaving the specific tasks to his government and military.

However, while it was easy to say, what exactly constituted a “overall direction”?

When a ruler’s sphere of influence encompassed hundreds of thousands, or even millions of worlds, and the population reached trillions, strategic considerations and so-called “overall direction” became incredibly complex.

Gu Hang couldn’t help but wonder if the Emperor’s promise to “hand over the Imperium to Humanity” had been thoroughly considered.

How could a mortal ruler, no matter how elite or powerful, single-handedly rule such an empire?

This is a problem that cannot be solved by simply increasing the number of rulers. Given the nature of mortals, simply increasing the number of rulers will most likely result not in collective wisdom but in mutual criticism and dragging down the system, ultimately leading to a decline in efficiency.

Just look at the High Lords of Terra.

A unified political system, with one person making decisions, is naturally the best.

But the question arises: how can one person effectively rule the entire Human Empire?

Gu Hang believes that the political situation of the Empire over the past ten thousand years represents a significant regression in governance. Essentially, the Empire has all but abandoned centralized authority, with “imperial power not extending to the countryside.” Imperial power rarely descends to planets, or even to star regions. Few star-level administrative bodies can effectively govern and manage the Empire’s central government.

In people’s eyes, the Imperial system, reminiscent of feudalism, allows the rise of powerful “vassal states.” Planetary governors can single-handedly decide all matters on their planets, becoming local tyrants. Star-region heads are like powerful vassals, while cosmic presidents are like the leaders of regional vassal states. This political dynamic is easy to understand. Since

the Imperial center cannot effectively rule directly, then power must be decentralized to the local regions. Then, efforts must be made to win over and intimidate the vassal leaders and vassal states, barely maintaining the mess of the Human Empire for a thousand years.

Honestly, from this perspective, the Emperor has done his best.

If it weren’t for his Ascension and his monumental achievements in establishing the Empire, which ultimately formed a collective spiritual will within the Human Empire, with his deification as its religious faith, forcibly holding the Empire together… the Empire would have long since shattered into fragments.

No matter how inefficient, dark, ignorant, or corrupt the Empire’s rule is, no matter what negative words can be thrown at it, the collective existence of the Empire is untenable. If the Human Empire were to fall apart, it would likely not survive the next ten thousand years.

Would it become extinct? It’s hard to say, but at least it would be completely shattered.

This is the value of the Empire’s existence.

Gu Hang’s current work within the Alliance is to build an upgraded version of the Human Empire.

Gu Hang had glimpsed fragments of the Empire during the Great Crusade, ten thousand years ago, from Robert’s fragments and ancient texts.

People described it as a “glorious era,” one that “believed in reason and science,” a stark contrast to the current Empire.

Gu Hang didn’t know if his alliance had reached the level of the empire of the Great Crusade, the founding era of the nation, ten thousand years ago. He also didn’t know if there were any more ancient versions of the so-called Golden Age of Humanity…

But to achieve this point, Gu Hang had done his best.

He knew, of course, that the alliance still had some imperfections, but regardless, the Dark Side Crusade was advancing, the economy within the alliance was developing, and the people’s living standards were generally rising…

He couldn’t do any better.

Moreover, while focusing on economic development, political development, and military expeditions, Gu Hang still had many other things to do.

For example, the secret research he had conducted over a decade ago had yielded results.

The final transplantation experiment, based on the Phoenix’s genes, on Martins, whom he had recalled, was… semi-successful.

Gu Hang was cautious and didn’t make a big move, failing to reverse engineer a true ‘Son of God’ or ‘Father of Genes’.

However, he did endow Martins with certain special qualities.
