Gu Hang had considered whether opening this legion page actually meant he’d lost out.

The quality of gene-seed doesn’t directly determine a Space Marine’s skill level. Using good seed can still produce a weakling, while using inferior seed can still produce a champion.
An individual’s skill level is primarily determined by their own talent and dedication.
However, expanding the sample size to tens of thousands of Space Marines, the quality effect of gene-seed becomes significantly more pronounced.
The most direct manifestation is that for Chapters with inferior seeds, the training success rate for company champions is around 2% to 3%.
Legion seeds, which are the most common and plentiful seeds that haven’t degraded, fluctuate between 5% and 10%.
This rate fluctuates more significantly and has a higher ceiling compared to the 5% to 15% for independent seeds, but the baseline is similar.
With the launch of the Legion system, all Saint seeds exchanged for Legion seeds are now Legion seeds, eliminating the use of inferior seeds. After a
Saint Chapter surrenders and the Legion page opens, a new gene-seed exchange option becomes available: the higher-tier Glorious-grade seeds.
The total available is one-tenth of the Saint gene-seed ceiling.
Gu Hang hasn’t personally experienced the effects of this gene-seed, but there are real Chapters he can compare it to—the founding Chapters.
The greatest aura of a founding Chapter is, of course, its high political status, legitimacy, and influence.
Secondly, wealth and superior equipment are its secondary benefits.
