Chapter 503, Financial Allocation

Chapter 503:

The areas addressed before the fiscal allocation weren’t particularly challenging.

Qimadi was the base.

The eight eastern star regions could be considered the impoverished base; increased investment and development would be sufficient. Furthermore, with external assistance, building from poverty to self-sufficiency is relatively easy and rapid, and the Alliance has experience with this. The

political situation in Yunluo Center is complex, and while it’s prone to unrest, at least the economy is strong, meaning people won’t starve. With military support, even the most turbulent situation can be contained.

However, the next two regions present a real challenge.

First, the four major star regions of Jiangmeiyu, Tieguan, Kuoluo, and Yinguan.

These regions have been under the Orc Empire for decades, with virtually no human population left. However, the worlds with the highest Orc populations were directly affected by the Alliance’s extermination order, and the remaining worlds are still under constant orbital bombardment.

A significant portion of the Alliance’s army has already entered the surface, training troops and eliminating the Greenskins in rotation.

Sooner or later, these four sectors will be completely cleared of the Greenskins. Currently, the Alliance has already arranged for the influx of settlers into these four sectors.

These settlers aren’t intended to colonize the planets, but rather to serve as a permanent reserve force, establishing fortresses and arsenals and food factories to supply the Alliance troops fighting there and alleviate logistical pressure.

Regardless, across the 42 worlds of these four sectors, an estimated 30 to 40 billion Greenskins remain active on the surface.

Driven by bombing raids and clearing operations, these Greenskins have retreated to the mountains and dug burrows, desperately trying to survive.

Even with constant bombing and ground troop deployments, the Ministry of Military Affairs and the Alliance General Staff estimate that it will take three to five years to achieve a complete eradication.

It can’t be said to be complete. In reality, any world that has suffered a large-scale Greenskin invasion can’t be completely eradicated for a long time. Long-term prevention and control is absolutely essential. If we relax even slightly, Greenskins might emerge from some unknown corner, presenting a surprise.

But at least, after the Greenskin ecosystem and most of the adult population have been largely eliminated, these worlds will have value for reuse.

However, this reconstruction will take a considerable amount of time, starting from scratch, and the population will need to be relocated from outside.

The Alliance can’t even imagine the benefits of these forty or so worlds. For the foreseeable future, the figures will likely be quite meager.

Furthermore, in the western sector, in addition to the four central Yunluo sectors, there are eleven sectors in a state of total loss.

These sectors present a real challenge.

They lack a governing foundation and have had little contact with the Alliance in the past.

They have suffered varying degrees of war, and their already underdeveloped status is now exacerbated.

Political forces that once collaborated with the Fury still exist

. These sectors must be tackled one by one.

The Alliance will appoint sector heads one after another.

However, these sector heads will not be the traditional “paperhangers” of the Empire. The Alliance will grant them significant authority.

They will control all Alliance resources invested in their sectors. Backed by military power, they will be tasked with identifying planets within their jurisdiction.

For those with salvage value, those actively aligned with the Alliance, and those with low governance costs, we will establish direct Alliance governments. We will develop what is needed, ensure the basic needs of the people according to Alliance rank standards, and reinvest the limited economic aid received by the sectors into these worlds, striving to rapidly develop them and lift them out of their deficits.

As for those with low cooperation and stubborn local interest groups, fine, since you prefer the old ways, then keep it that way. The Alliance won’t invest a penny in these places, and we won’t establish governments. We’ll just keep an eye on the local planetary governors and interest groups, demanding two things: First, Imperial taxes. No matter how you exploit the people, pay the full

amount of Imperial taxes you owe. Second, ensure that the population doesn’t decline. If civil unrest, war, famine, plague, or other major population declines occur, the Alliance will forcefully hold them accountable, removing them from office or executing them.

Don’t like Alliance rules?

Then apply Imperial rules.

If we follow Imperial rules, the Alliance won’t have to bear such a heavy economic burden.

Poverty, economic collapse, political corruption, and lame military development—none of this has anything to do with the Alliance.

Just pay your taxes.

After all, the Alliance now controls the star region government, and the star region government gets to keep 30% of the Imperial taxes. In this scenario, the Alliance wouldn’t invest a cent in the planet, and taking 30% of the tax revenue wouldn’t be unacceptable.

However, if the planet’s performance was drastically poor, rendering it untenable for the inhabitants, the Alliance would have a pretext for intervention. They could simply clear the planet by force, following Imperial rules, and start over from scratch, without engaging in any struggles with local interest groups

. They would confiscate all private property, establish a federated government, and maintain military rule. If the performance was good… wouldn’t everyone be happy? Taxes would be raised where they should be, and once the performance reached a certain level, the Alliance could find ways to reap the benefits.

However, this scenario would likely be rare in a hundred planets.

With this approach, the Alliance’s revenue and expenditure would be balanced.

With an annual fiscal surplus of approximately 150 billion, plus 39 billion for personal use out of the 130 billion Imperial tax revenue,

this would yield a total revenue of 189 billion.

Military maintenance and development would cost approximately 100 billion, or 52.9%, a blatantly aggressive investment, but there was no way around it; that was the nature of this universe. In reality, the Alliance’s share might still be considered small.

The Navy needs new ships, even an expanded fleet; the Army needs to expand to two billion regular troops. Since the Alliance directly controls many planets, it also has to cover the cost of building their defense forces, another massive expense…

Everyone is complaining about poverty.

One hundred billion, while a lot, feels stretched.

Around 40 billion would be used to maintain governance, including personnel expenses, government spending, and public services.

Around 49 billion would be used for government-led economic reinvestment, including infrastructure and industrial investment…

The good news was that the Alliance could transfer some of its land forces to the Astra Militarum. These military expenses could be reimbursed to the Empire.

This was the agreement reached upon his return from Holy Terra.

But he couldn’t go too far.

His annual tax bill to the Empire was around 91 billion. He definitely couldn’t exceed that; the Empire wouldn’t provide any additional funding. Even if he stuck to that limit, it wouldn’t work; it would be excessive, appearing greedy.

A single Retribution-class battleship is already a force to be reckoned with by the Tianma and Yunluo fleets, not to mention the Alliance’s impending battlecruisers.

Gu Hang has even begun construction on two new battlecruiser shipyards simultaneously, one on Wrathful Owl and the other on Yunluo.

The Wrathful Owl one relies on the technological black box, a technology the Alliance has experience with. However, the black box can only support the construction of one shipyard at a time, as crucial production components can only be produced one at a time.

The Yunluo one, on the other hand, can only be built through technical blueprints and the efforts of Yunluo’s shipbuilding engineers.

This is precisely why Gu Hang is determined to secure Yunluo, including the entire core region centered around it.

Only Yunluo’s level of development can support the expansion of advanced production lines independently, relying solely on technical blueprints, after breaking away from the black box.

Once these two battlecruiser shipyards are completed, not only will they significantly boost economic development, but the pace of building three battlecruisers in five years is already quite impressive. Many forge worlds lack this production capacity. Given Gu Hang more time, even without proper battleships, he could still amass a powerful, luxurious fleet!

Besides, who says the Alliance can’t produce battleships?

Gu Hang already has plenty of Bounty Points!

After wrapping up this long, boring, yet necessary meeting, and finalizing the development paths for the entire Dragon Eagle Star Region, divided into different sectors and directions, Gu Hang went to ‘rest.’

The Star Region Government on Yunluo Star was elegantly built, with what Gu Hang remembered as an oriental charm.

The light, airy aroma of incense was not only pleasant, but also had special benefits. It was a special plant native to a neighboring planet, and there were many different varieties. It could be used to refresh the mind during meetings or work.

Soothing incense was placed in places like the entertainment hall, lounge, and bathhouse.

After the meeting, Gu Hang soaked in a hot spring. The scent of the incense, mixed with the fragrance of the flowers in the hot spring, created a soothing atmosphere.

Even Gu Hang found it enjoyable.

However, while he was bathing, he wasn’t actually completely relaxing.

Instead, Gu Hang, his eyes tightly closed, was actually deep down, preoccupied with something far more crucial:

spending his Grace Points.

Over the past two years, he’d accumulated a considerable amount of Grace Points.

Currently, his monthly Grace Point income reached 170,000. This

was more than two and a half times what it was before Gu Hang set out for Holy Terra.

The primary reason for this significant increase was, of course, the Alliance’s effective control, which now encompassed virtually the entire Dragon Eagle Star Region.

Of course, due to some remaining issues with control, there was likely some decline in value. Furthermore, the monthly Grace Point increase from this expansion wasn’t linear; it wouldn’t double with each doubling of scale. Instead, it would resemble a gradual, incremental increase, like some kind of exponential progression.

Overall, however, the expansion, the Alliance’s increased productivity, and the improvement in people’s living standards, albeit at a slow but real rate,

were contributing to the monthly Grace Point income. These factors still had an impact on the overall situation.

Of course, the 170,000/month income level only recently increased; it wasn’t this high before.

Even so, Gu Hang currently has over 2.2 million grace points accumulated. Furthermore

, the past two years of clearing out the greenskins, especially in the four occupied sectors, have wiped out around 30 billion, contributing another 9 million grace points to Gu Hang’s total

. At this rate, the Alliance still has 50 to 60 billion greenskins in those four sectors. If they were completely eliminated, Gu Hang could probably earn another 17 to 18 million grace points. Adding in a little extra monthly income, Gu Hang could accumulate tens of millions of grace points

every two years.

That’s equivalent to a ten-fold draw of a million-level technology!

Gu Hang immediately went for it.

This ten-fold draw yielded a steady return:

one Apocalypse-level technology, plus three Epic-level ones.

Not to mention the other six.

The three epic technologies extracted are [‘Valkyrie’ Mecha], [‘Eden’ Ecosystem Technology], and [‘Command-class’ Aircraft Carrier].

The Command-class, like the Moon-class currently controlled by the Alliance, belongs to the same cruiser class, but in fact, the design styles of the two are completely different.

The Moon-class is a typical water bucket, a standard all-round battleship, without any outstanding features, but the advantage of being easy to build can offset all the defects.

What’s more, being a water bucket is not a bad thing. Although it has no advantages, it also has no special defects. It can fight against any type of opponent.

The Command-class is completely different.

Its firepower is not as good as the Moon-class, and even not as good as some destroyers; it is also slow; the armor is thicker, but not much better than the Moon-class.

Its biggest advantage is that a large number of weapons and equipment have been converted into aviation decks.

This is a youthful version of a cruiser-class aircraft carrier.
