Chapter 1003, New Empire and New Contradictions

Gu Hang held a report, his brow furrowed slightly.

Though he was now Prime Minister, he wasn’t permanently present. Even at the New Empire’s founding ceremony, his so-called “personal” appearance was merely an avatar.

He couldn’t quite leave Wrathful Owl.

Wrathful Owl was the seat of the Storm Kingdom, and he couldn’t leave for long.

After all, his primary responsibility was to suppress it.

Only after he had done so would Old Deng, freed up, have the time to slowly repair the scarlet scar.

Before Gu Hang’s arrival, he had to handle this task himself.

It’s safe to say that in this “cesspool” universe, everyone has a prison sentence.

However, while he couldn’t often physically visit Holy Terra, Gu Hang maintained a fairly good grasp of the Empire’s overall political situation.

His primary means of operation was, of course, the Alliance Government.

Currently, the Alliance Government was primarily based in the East, on Wrathful Owl and the Tianma Star Region, the “Dragon’s Birthplace.”

The Alliance’s central government and the Imperial government operate under separate leadership. Logically, they should be based in Holy Terra, the heart of the Empire.

This is indeed a future plan,

but they haven’t yet permanently stationed there.

Currently, their primary focus is on the Alliance, and they spend more time there.

However, this doesn’t mean their control over Holy Terra is weakened.

First, the Alliance—or rather, the Imperial government—has a dedicated Holy Terra capital government, which oversees the affairs of this unique world. Its personnel are comprised of administrative elites drawn from across the Alliance. The

Alliance prioritizes Holy Terra as highly as, if not more so, the Comoros.

This capital government is of high caliber, capable of operating independently and effectively implementing Alliance central government policies.

Secondly, transportation is convenient. While

the Alliance’s central government, specifically Ossena and several other central government leaders, aren’t permanently stationed in Holy Terra, they visit every two weeks, or even every week, for two days.

Previously, this would have been impossible.

A trip to Holy Terra was far too far and took too long—not to mention the travel time, even communications were unreliable.

Under these circumstances, it was impossible for someone on the periphery of the empire to effectively govern the center.

But things were different now.

Although communications were even worse than before due to the Scarlet Scar, the Alliance’s control of Comoros was truly effective. For efficiency, microscopic veiled spiritual portals were installed within several of the most important government buildings on Wrathful Owl.

Meanwhile, Comoros had opened a small, dedicated port for government use, connecting to the administrative offices on Holy Terra.

This matter embroiled the Alliance government in a lengthy dispute with the Imperial Guards. After all, these administrative offices were located within the Imperial Palace. Citing the palace’s security, the Imperial Guards refused. Ultimately, it took the combined efforts of Gu Hang and Robert to grudgingly persuade Yan Xinzhen.

With these three gates in three different locations, an official with sufficient authority, such as Ossena, could, if she so desired, simply open her office door, walk to the miniature veiled spiritual door in the same building, enter, and arrive at Comoros. Then, take a few more steps to the corresponding spiritual door, and enter again to reach Holy Terra.

The entire process might take less than fifteen minutes.

Comoros’s teleportation capabilities made it possible for the Alliance government to simultaneously govern the Dark Side of the Empire and Holy Terra.

The report Gu Hang was currently reading came from the central government of the new empire.

What made him frown was that the primary issue outlined was still quite thorny—the Alliance’s growing financial pressure.

The Alliance’s governance was excellent. Worlds conquered in the Dark Side Expedition often experienced rapid economic recovery, restoring fuel supplies for the expedition.

However, this economic recovery also required investment.

Construction doesn’t just happen; builders, technology, and resources are all essential.

Construction investment and construction across the country has consumed a significant amount of funds.

Many newly conquered worlds not only fail to generate direct profits, but are actually a financial burden.

After so many years of Dark Side Expeditions, the Alliance has established a comprehensive reconstruction process. But no matter how good the process, it takes time to gradually rebuild a world and achieve financial profitability.

However, before this recovery, there is still a financial burden.

Meanwhile, the Alliance’s Dark Side Crusade was now divided into five fronts: the Central Front, the Eastern, Western, and Southern Fronts, plus the Angel Front. Each was massive, and even without additional troops, simply maintaining its current size and sustaining its operations would require astronomical amounts of funding.

This alone would have been fine, as the Alliance had relied on this approach throughout its century-long crusade, maintaining a stable balance.

However, after the Alliance took over Holy Terra and assumed its responsibilities as the center of the Imperium, this balance was somewhat disrupted.

Holy Terra was enormous, with 700 billion survivors, a vast amount of infrastructure and factories to rebuild, requiring enormous investment.

Based on Alliance experience, this was equivalent to an entire star system being brought under Alliance control in an instant, requiring reinvestment on hundreds of worlds.

This created enormous economic pressure.

Fortunately, Mars was nearby.

While it provided significant assistance, life itself was not easy. Production on Mars also required a vast investment of raw materials and resources, and a large workforce. Even with preferential treatment, the Mechanicus still needed to generate some profit.

Placing an order with them also costs money.

To put it bluntly, at the founding ceremony, Gu Hang, on behalf of the new imperial government, promised to give the residents of Holy Terra a better life.

This requires sufficient construction, and the construction period is not short. It will take a long time to recover the cost and see obvious benefits.

But there is a contradiction here: Robert hopes to promote the construction of a powerful expeditionary force.

A large number of army soldiers, a large number of new space warriors, a huge fleet…

building these requires a huge amount of capital investment.

In terms of scale, if Robert’s needs are fully met, it is equivalent to building a front of the size of two and a half alliances.

The capital investment alone is fine, the key is that it also takes up a large amount of production capacity and population, which will make the original economic construction and economic recovery time even slower.
